7. The problem in the Walled City is both

political and environmental. The Governor

hopes that, by improving the areas around the

Walled City and gradually extending urban

services within the Walled City, confidence

can be built up among the inhabitants and a

desire for improvement fostered. Fut to

tackle the admittedly bad conditions in the

Walled City head-on would be to court trouble,

both politically and from the vested interests

within the Walled City.
