Government and receiving none of its services. The area is relatively crime-free and subject to police patrol like any other district. The Urban Services Department collect refuse and sweep the streets. They chlorinate the wells and public latrines and investigate infectious diseases. Open drainage ditches are cleared twice daily and pumphouses are being installed. Factories are inspected for serious fire hazards. Families can, and do, receive public assistance from the Social Welfare Department and children are involved in Summer Programmes organized by that Department. Labour legislation regarding the employment of women and children is enforced.

to improve the environment of the Walled City. 1973 they started to clear sensitive areas on the fringe of the Walled City. This clearance is continuing. Flans are also being considered to put the water supply on a more regular basis, to sort out the inadequate electrical situation and to repair the main drainage.

There is a steady movement towards improvement. Over-hasty action would run the risk of serious political trouble.
