THE RETURN OF ILLEGAL IMMIGRANTS TO CHINA

Lord Goronwy-Roberts agreed on May 3 that the

Governor might discuss with the Chinese the practical

arrangements for the return of illegal immigrants in

the context of attempting to secure further Chinese

cooperation towards the reduction of the rate of

immigration into Hong Kong from China.

2. In his letter of 22 May, Mr Youde informed the

Governor that he had ministerial authority to return

illegal immigrants but advised the Governor not to

proceed until we were able to see whether the

situation had been complicated by the application by

a Chinese student in London for political asylum.

3. The student, Mr Tsui Yen-ming, was granted

permission to remain in this country on 29 May. The

Chinese have protested but the case has not aroused

any publicity, adverse or otherwise, in this country.
