mean that Government will underwrite bad debts and this would encourage some employers to shirk their responsibility and leave it to Government to carry the burden. The Commissioner of Labour, however, is studying in detail the possibility of introducing legislation for levying distress for wages, in a manner similar to the Distress for Rent Ordinance Cap. 7, but it is too early to say whether this will prove a viable approach.

The draft Factories and Industrial Undertakings (Cargo Handling) Regulations are in an advanced stage of preparation. The regulations will deal with cargo handling on wharves, quays or docks.

The White Paper on Social Welfare, from which the Labour Adviser has quoted in paragraph 47, also contains the following passage:-

"After reviewing the considerations set out
in the previous paragraphs, the Government concluded that, if social security in Hong Kong were to be extended beyond public assistance, the right answer at the present time, and as a first stage, would be to press ahead with the development of non-contributory schemes, rather than to delay the extension of social security by attempting to develop a form of contributory social insurance, although the Government retains an open mind as to whether or not such a scheme might ultimately be appropriate for Hong Kong's needs."
The departments concerned are re-examining the subject at present with a view to seeing whether it might be possible to float some form of contributory scheme.
The report of the 1967 Working Party has not been lost sight of and provides a useful starting point for research which is purely exploratory at this stage.
