WAGE RATES AND LABOUR CONDITIONS

1. The Overseas Labour Adviser has recently paid a visit

to the Colony. I hope to have his report shortly. It

should throw a good deal of light on the situation.

SHOULD HMG NOT INSIST ON MORE ACTIVE STEPS TO DEVELOP LABOUR

LEGISLATION IN HONG KONG?

The Hong Kong Government have a substantial programme

of labour legislation. Since 1968 they have enacted more

than 73 items in this field. On the general question we

await the report of the Overseas Labour Adviser.

SHOULD THERE NOT BE A COMMISSION OF ENQUIRY INTO LABOUR

AFFAIRS IN HONG KONG?

3. We will of course be considering these matters when

we have the Overseas Labour Adviser's report but I do not

now see a need for an enquiry.

ILO CONVENTIONS

4.

As at 31 December 1973, twenty ILO conventions had been

applied without modification to Hong Kong, and nine applied

with some modification. This compares well with the record

of other countries in the Far East.
