After consulting Mr Youde I have replied to the Governor's

telegram no. 487 (attached) to say "Agreed". This will not affect

the plans for Sir M. MacLehose's talks in London which were due

to begin on 17 June. He will presumably return to Hong Kong as

planned after the Hong Kong Association's Dragon Boat dinner on

24 June.
