I attach a draft letter to the Governor with the first draft of his programme and an annotated agenda for the meeting on 18 June.

2.

If you agree I suggest that the agenda should also be used for Lord Goronwy-Roberts's meeting on 23 May and as a check list for Sir D Watson's visit to Hong Kong. The letter to the Governor would not, of course, be submitted to Lord Goronwy-Roberts.
