This letter is just to introduce myself and to say how much I am looking forward to meeting you on 18th June and having a good talk about Hong Kong's affairs.

To set the scene for these I have sent three despatches: these deal with the broad picture, the current problems of inflation, and constitutional advance. I apologise for inflicting so much reading on you. Though it may be sui generis, the Government of Hong Kong is no less complex than that of any medium sized country like say New Zealand or Denmark, and there is a great deal of ground to be described if individual items are to be seen in perspective.

I have suggested to Andrew Stuart that we might split up our talks into two or more sessions if this would be convenient to you. Apart

from the fact that a single continuous session might be rather exhausting for both of us, I personally would be grateful for time to reflect as the talks progress but of course this is entirely up to you.

Hong Kong is full of surprises and one needs to be very sure of one's ground before deciding to act my predecessor's parting advice was: remember that if you move a stone you will never know This makes what will come out from underneath it' life full of interest; but inspite of it I think we are getting some things done, though of course never enough.
