The Hong Kong Commissioner tells me that Sir Y K Kan was
advised by the Governor before he left Hong Kong to make his approach
to the FCO in a low key, and that he intends to do so.
2.
Sir Y K Kan also intends, according to Mr Kidd, to raise
two further subjects in addition to those covered in my brief of
11 January. These are immigration from Hong Kong to the UK, and,
pessibly in view of his forthcoming visit to Scandinavia, the
possibility of an agreement with HMG for the Scandinavian airline SAS
Briefs on these two topics are attached.
