My conclusion is, therefore, that, particularly where the possibility of seeing a Minister is involved, it would be helpful if a note came either from you, or with an indication that you had backed the proposal. We could then act accordingly.
The same applies, to some degree, to a call on the PUS, which was also mooted in this specific case. But where Duncan Watson, Teddy Youde, or myself are concerned, all of us being directly involved with the day to day affairs of Hong Kong, we positively hope, where time permits, that senior officers will come and see us, both professionally and socially. As you know, the way the Foreign Office organises itself puts the main responsibility for working contacts on the Head of the relevant Department, but that is no bar whatever to contacts with Under-Secretaries.
