It is unlikely that Mr Roberts will be aware of these

developments but should he raise the subject the Minister may like

to say he understands there were real difficulties for the DoI

in the Hong Kong proposals as presented, which went further than

those which had originally been discussed between us. He might

express the hope that a suitable compromise should be reached

without this becoming a major political issue between our two

governments.
