Lord Goronwy-Roberts has looked at the attached submission which recommends that he pay visits to New Zealand, Australia and Hong Kong following his visit to Fiji in October, which the Secretary of State has already approved. As you know he may very well now have to attend the SEATO Ministerial meeting in New York on 3 October on his way to Fiji. In view of this, he thinks that there will not really be time to carry out substantial visits after his trip to Fiji unless the trip is to be unduly prolonged. He would not like it to be much over two weeks. He has therefore decided that it would be better not to visit Hong Kong during this particular trip. He would however very much like to stop for a day or so in Wellington and
Canberra on the way home.
2. He realises that this will come in the politically interesting time, and that the whole trip might easily be called off. He would therefore propose that only the attached tele gram is sent at the moment putting the High Commissioners on notice that he might possibly spend a day or two with them in October.
