Hong Kong Government.

In support of this study, the Governor's

advice has been sought on these alternative force concepts and on

the importance of a reinforcement capability. He has been informed

of the levels referred to in paragraph 2 above and asked to comment

on them and to give his assessment of the size of forces for which

the Hong Kong Government would be prepared to pay. The Governor's

reply is not expected until 23 August and there will thus be no

time for detailed consideration of its contents before you leave

for Hong Kong, although a copy will be provided for your information,

if possible.

4. A pater on force levels, submitted by CBF HK in July, will be

a useful source document for any further studies of military options

in Hong Kong. This paper examines the roles of the forces against

the background of the threat in its various forms:

a.

Rioting and urban terrorism.

Erosion of the integrity of the border.

C. Mass illegal immigration from China.

d. A deliberate attack by China.

and assesses the scale and distribution of forces required to

fulfil those roles.

This assessment considers the present level of
