I have only one point on the draft brief for US of S(Army) and that concerns the speaking notes at the end of paragraph 5.
2. I note that you have drawn directly on the supplementary material for Mr Cyril Townsend's PQ at the beginning of July for your second speaking note but you have not used the appropriate supplementary for your first speaking note.
As
this was agreed widely at the time (DS11's minute unreferenced
to PS/S of S of 1 July refers) I suggest you use it on this occasion.

"Should the Defence Review affect the interests
of Hong Kong there will of course be discussions with
the Hong Kong Government. The level of financial
contribution after 1976 must in any case be the subject of negotiation at some future stage.
