LORD GORONWY-ROBERTS'S VISIT TO HONG KONG AND THE PHILIPPINES

The Governor of Hong Kong asked for an advance copy of

the text of the announcement of Lord Goronwy-Roberts's visit.

I submit a draft telegram to Hong Kong containing a text which

has been prepared in consultation with South-East Asian

Department. News Department have agreed that the announcement

can be made on 16 December.

SEAD would like to be able to give an advance copy of

the agreed text to the Philippine Ambassador: I should therefore

be grateful if PS/Lord Goronwy-Roberts could inform SEAD of any

changes in the telegram that issues.
