1. The visit of Lord Goronwy-Roberts to Hong Kong will provide an opportunity, if he so wishes, to discuss with the Hong Kong Government one or two directions in which they might make further progress on the social front. I have a fear that the mainly defensive material that we have been preparing recently, and our satisfaction at the progress made during 1974, may have given the impression that very little more needs to be done.

2. What I would like to do would be to prepare briefs for Lord Goronwy-Roberts on the following matters:

a.

b.

C.

Contributory social security;

The application of International Labour Conventions and, in particular, the absence of any application of Maritime Conventions;

The sort of improvements in labour standards that might be aimed at over the next couple of years or so.
