We spoke on the telephone yesterday about your forthcoming visit to Hong Kong. As promised, I am enclosing the background brief on Hong Kong which

Lord Goronwy-Roberts has asked the Department to let you have. I am also enclos- ing the text to Sir Murray MacLehose's major policy speech at the opening of the Legislative Council in October 1973 together with a list of the members of Hong Kong's Executive and Legislative councils. I hope you will find these useful.

I am sending a copy of this letter together with copies of the enclosures to Mr Ben Ford who, I understand, is also visiting Hong Kong at the same time.

Lord Goronwy-Roberts would welcome an opportunity of meeting you both on your return. May I suggest that when you come back from Hong Kong, you get in touch with his secretary to arrange a convenient time when you could call together. Lord Goronwy-Roberts' Private Secretary is Mr Galsworthy (telephone: 930-8440 Extension 459).
