we have now received the Governor's comments on the technical aspects

of Mr Foggon's report on his recent visit. We will submit these

papers together after Mr Foggon's return on 15 May. But the Deputy

Labour Adviser has already commented that at least on the technical

side, as distinct perhaps from the philosophy of labour legislation,

we are moving in parallel with Hong Kong, and should be able to achieve

results satisfactory to both sides. If Mr Johnson raises the question, Lord Goronwy-Roberts may wish to say that, as has been announced

in Parliament, the Secretary of State's Labour Adviser has recently

reviewed the whole situation. We have received his report and the Governor has commented. We shall now be studying the next steps.
