It may be worth recording that at the ECAFE Conference in Colombo before Easter, the Chinese delegate took the initiative in opposing the insertion of Hong Kong in a list of "countries" and suggested instead that the term should be "countries or territories". I did not speak. It just looks as though the Chinese have after all settled happily for "territory".
