You will recall earlier correspondence about the use of the word "country" in ECAFE documents. This rested with my letter CEST/1309 of 11 March this year; your reference is SCR 32/66 11.

I have just had occasion to see another ECAFE (now ESCAP) document called "Asian Population Programme News". In three places, the same sort of problem seems to arise. The first example is in the course of referring to a meeting of statistical librarians in Bangkok in September 1973, where it is stated that the delegates came "from 15 countries", Hong Kong being amongst those listed. The second case relates to a table summarising "ECAFE countries activities reported in support of World Population Year 1974", Hong Kong being amongst those described; in addition, the word "national" heads two of the columns of information, in one of which Hong Kong finds itself. The third example concerns a table headed "Population Censuses in the ECAFE Region since 1900"; again, a column headed "country" which includes Hong Kong.

I mention this largely for the record only; I do not suppose that there is much point in following up this particular case? It does however illustrate the difficulty of making our point to an outfit like ECAFE (ESCAP) in such a way that it sticks, not only in the mind of a central secretariat but also in the minds of everybody who has a hand in preparation of the many documents produced by the Commission; bearing in mind that suggestions to use a word other than one which comes naturally to mind (which "country" does), and which accurately describes virtually everybody else, may smack to those not directly concerned with the issue a little too much of rather useless semantics.
