I agree generally with the draft submission which follows the lines of our discussion at the meeting last week. My main and only criticism is that the submission is rather on the long side and could perhaps be materially shortened without destroying the general sense.

2.

From my point of view the paragraphs about Visiting Missions (paragraphs 20 to 23) go perhaps into too great detail, particularly in paragraph 22, but I agree with the recommendation in paragraph 23.

3. I agree too with the proposed amendments suggested in Mr Preston's minute of 9 May and with his suggestion (his paragraph 4) that the Governors of the Dependent Territories and the Governments of the WIAS should be informed of our intended change of policy before it is made public.
