I am still not convinced that the letter that Sir Donald Maitland sends to the Secretary-General need say anything about the designation of Hong Kong, or about the heading under which the colony is named, in United Nations documents. In the light of what Mrs Denza says in her minute of 8 January, I think it would be better to omit the passage in the draft letter which I have put between square brackets. This passage is, in any case, not at all clear (at any rate to me).

I should be grateful if you would now draft a telegram to the Mission in New York. This, I think, will need to set out our conclusions; explain the reason why we have reached them; and instruct the Mission to take action subject to the final agreement of the Governor of Hong Kong. You will, of course, have to clear the draft with Mrs Denza.
