2. By a coincidence, the UNDP rang me just afer I had received it to say that the expression "country, territory or region" (paragraph 5 of UKMIS New York telegram no 99 Saving of 8 October) was unacceptable and that they wanted the phrase "country or region". They have apparently said the same thing to the documents. Legal Division in the context of the listing of Hong Kong in the narcotic drug I have told both UNDP and the Legal Division that we will let them have our response in due course. I added that the Chinese had taken some time to give their reaction and hoped therefore that a little further delay on our part would not matter too much.
3.
While speaking to UNDP, I enquired what they had in practice done, if anything. They said that they had just held back from issuing any project documents relating to Hong Kong. They added that they hoped we would be able to give a decision fairly soon.
