BRIEF FOR 30th SESSION OF ECAFE
1. HIKIOD and FED have discussed para 7 of this brief. We would prefer it to be redrafted to read as follows:-
7. "The Chinese continue to "feel their way" and it is highly unlikely that they will offer to host a Plenary Session. If they do so, it would be highly undesirable for the Delegation to vote, especially in isolation, against acceptance of the invitation, even though the extension of the invitation to Hong Kong would be in question. Although the question of Hong Kong's attendance would be problematical we would prefer the delegation to say nothing; to the Chinese at this stage. If there is time th- Delegation should refer back for instructions, but in the last resort they should go along with the majority of regional members."
