Might I refer to my previous correspondence with Dick Stratton about, the use of the word "country" in. ECAFE documents? Your reference is SCR 32/66 II.

I have just had a reply from Viswanathan and the following is the relevant extract from his letter :-

"In the treatment of Hong Kong, in the reports, we are required to follow the rules laid down by the United Nations Headquarters. This requires that a country, whether a member or an associate member, be called a country irrespective of whether it is independent or not. Countries which are not indepen- dent and which are members of ECAFE are designated as associate members. An exception to this is Fiji which though an independent country, chose to be an associate member. You have a valid point that the word "territory" be used as it covers everybody. I will bring your views, which I believe represent the views of your Government, to the attention of the Office of the Executive Secretary and let you know their reaction to your proposal.

I think you may agree that this represents a reasonably satisfactory response, although it remains to be seen how far it is reflected in practice.

One other point which it has occurred to me might be of interest to you relates to the USSR representatives; these were "backed up" in a way by 2 representatives from Mongolia. They had quite a lot to say, but said it in a very uncontentious way. Indeed, one got the impression of people who (presumably under instructions) tried to be friendly. They did not criticise for example the employ- ment/unemployment paper, as past experience might have indicated they would on the basis that such things as unem- ployment did not exist in the Soviet Union.
