NOTE FOR MRS HART ON HONG KONG

1. As requested, Messrs Hanna and Wade-Brown have prepared notes on the economy of Hong Kong and the British Technical Assistance programme to the Colony. It is not clear from Mr Freeman's memorandum of 18 November to you whether Mrs Hart sees the 2 elements as closely linked; the word "it" is ambiguous. But

the 2 aspects are distinct and I have made this point in the draft submission from you to Mrs Hart's Private Office.

2. On the notes themselves, I think it might be wiser to leave out paragraph 3 of Mr Wade-Brown's note and the word "now" in paragraph 4. I have put the passages concerned in square brackets.
