The Minister for Overseas Development has asked for a Note on the present state of the economy of Hong Kong and on the British Aid Programme to it.

2.

The two subjects are distinct; although Britain does provide technical assistance to Hong Kong this is not crucial to the Hong Kong economy. I therefore submit a Note in two parts: the first is a survey of the state of the Hong Kong economy now; the second is a Note of our technical assistance to Hong Kong.
