If no one has been designated under Article XVII(1)(a) (as to which I have no information) I see no constitutional reason why Article XVII(1)(b) should not be allowed to operate so that, during the Governor's leave, Mr Roberts acts as Governor as well as carrying on as Colonial Secretary.
