APPOINTMENTS TO LEGISLATIVE COUNCIL, HONG KONG

The Governor would like to appoint the Commissioner of the Royal Hong Kong Police, Mr B F Slevin OBE PM CPM JP, to fill the

official

next vacancy in Hong Kong's Legislative Council. This would be a break from tradition. The Commissioner of Police has not in the past

normally been a member of LegCo. The Official members have usually been chosen from the central government administration. The Governor's reasons are that Mr Slevin is a highly effective civil servant who merits appointment in his own right. But, in addition to this, the Governor believes it would be in the interests of open government end of the public image of the police, for the Commissioner to be brought into the Legislative Council in open cooperation with the other Official and Unofficial members. I accept his judgment and I recommend that we should agree to the Governor's proposal. It would be helpful if we could inform him before his departure on 25 June.
