capacity and not as of right (the point which the Governor made in his despatch of 30 May (para. 15)), we hope the Governor will in practice ensure that having dispensed with the Director of Urban Services, someone from the Urban Council is always on LegCo

Lord Goronwy-Roberts has already agreed in principle to the recommendation in my submission of 21 June that Mr Slevin should be appointed to fill the next Official vacancy on LegCo. The Governor has now pointed out that the appointment of the Commissioner of Police to LegCo would not be completely novel for Hong Kong. At this stage, the Governor is merely asking authority to sound Mr Slevin on whether the latter would be prepared to handle such a high degree of public exposure.

There is some urgency about these proposals since the appointments should be announced by 14 October, in time for the new session of LegCo which opens two days later. I recommend that the Governor should be authorised to proceed with both appointments and that we should authorise him to announce them, if he so wishes, without further reference to the FCO.
