1. Mr G P Lloyd, the Secretary for Security, Hong Kong, is an

Official Member of the Legislative Council. He is however due

to leave Hong Kong in early March to take up the appointment of

Deputy Governor of Bermuda.

In his telegram no 46 Saving, the Governor has put forward

his recommendation for filling the resulting vacancy on the

Legislative Council. Mr L M Davies, who recently joined the

Hong Kong Government Service after being Deputy Governor of the

Bahamas, is to be appointed Secretary for Security in place of

Mr Lloyd on or about 2 March. The Governor seeks our approval

for his appointment as an Official Member of the Legislative

Council from that date.

3. This is a straightforward appointment and I recommend that

it be approved. I attach a draft telegram accordingly.

We

would then propose to send the standard despatch in confirmation.
