I have the honour to inform you that I have appointed

Mr. P. B. Williams, J. P., provisionally, and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 2nd May 1974.

Mr. Williams will act as Secretary for Social Services in place of Mr. LI Fook-kow who in turn will act as Secretary for Home Affairs during the absence from the Colony of Mr. D. C. Bray.

This is Mr. Williams' first appointment to the Council.
