1. I enclose a draft submission which I propose to invite Mr Larmour to address in similar terms to Mrs Hart and Miss Lestor, covering a draft DOPC Memorandum also attached, and the 1973 FCO PAR Review on the future of the Dependent Territories, as it stands. I hope that all this is self-explanatory.
