and by this time we would hope that the aid programme would have own sufficiently to accommodate them without undue difficulty.
CONCLUSION
6.
HMG's policy towards the few small remaining dependencies should be determined by an assessment which gives more weight to the political costs and benefits of maintaining dependency than to the quantifiable costs of defence and aid. We invite our colleagues to agree with the political conclusions set out in paragraph 2
above, to advise on the choice between the alternative economic aid
policies described in paragraph 4 above, and to endorse the recommendations in paragraph 10.10 of the Review for further studies of individual territories, as a basis for eventual policy decision both on the future political development and economic aid
policy appropriate to each.
