I refer to your minute of 7 May to Mr Larmour.

2. My only comment is that stages (d), (e) and (f) in your summary of future action ought to be probably meshed in with the preparation of ODH Country Policy Papers. The proposed Aid Policy Studies it seems to me would serve exactly the same purpose as is meant to be served by the ODM Country Policy Papers and it would be an unnecessary duplication and lead to possible misunderstandings if two separate documents outlining Aid Policy for each territory were produced.

3. Mrs Maccoll in her minute of 22 April to Mr Cardy in ODM has made some very valuable suggestions about the general shape and size of Country Policy Papers for Dependent Territories. I expect she will be letting us know the outcome of her discussions with ODM and with Sir Bruce Greatbatch

on this subject and I hope that we could then agree a programme of action in which these Country Policy Papers would fulfil the requirements of stages (d), (e) and (f) in your

minute.
