1.
"To continue more or less as at present" (para 2(b) is not what the PAR said and would, I believe, be disputed by the EPS. We ought to stick to the sense of para 10.09(i) of the PAR and therefore omit the phrase quoted above.
2.
Not clear to what "separately" refers. Better to omit it ?
3. GEIC should be included in 6 not 5. (The question of use of the reserve fund is assuming growing importance in the aid context.)

I am not happy about the timing of the exercise in the case of the Caribbean dependencies. In recent meetings at ODM it was accepted that ev Div proposal to start with the Associated States and leave the dependencies until the New Year should be accepted, Even if responsibility lies mainly with the DTEU, I think wo should adhere to this plan. We will of course need the cooperation of the Dev Div and, given the limited manpower resources of the DTEU, it would suit us better if the Pacific Dependencies were done before the end of the year and the Caribbean after (so that preferably only one member of DTEU was abroad at a time,- Judy Lewis may be away on one or two jobs towards the end of the year).
5. This would mean that only the Pacific and Seychelles Country Papers would be ready by the end of the year. Would this matter so much?
(The Seychelles timing would need to be agreed with the FADD.)
