It seems important that there should be at least some budgetary projections for the territories concerned i

c. As Mr Cox suggests in his minute the proposed studies already in train in the Associated States are likely to be ready by the end of January. They will provide some prima facie evidence as to whether the Associated Statea can in fact be expected to move out of economic dependence in the foreseeable future, and will accordingly be extremely valuable in helping to work out the kind of agreed paper mentioned above.
