depth on the needs and resources of the territories, to provide a basis for the definition of our aid policy consistent with our political objectives for each. It goes without saying that these individual studies will have to be conducted against the background of the ODM's global aid framework, and take into account, for example,

such factors as the contribution towards the cost of aid

to our dependencies which we may expect from the European Development Fund once it is established.

Conclusions

We therefore invite our colleagues to endorse the recommendations in the paper that individual studies

should be set in hand to provide a basis for eventual

policy decisions, both on constitutional development and on economic aid, appropriate to each of our remaining dependent territories.
