I should like to thank all members of the Steering Committee, and those concerned in non-participating Departments, for their forbearance in co-operating, despite many more urgent tasks, to get this Review finished by mid-November. 1 special tribute is due to Margaret Maccoll and her team in Derendent Territories Economists Unit, and also to Barry Hudson in the ODA, for the Country Papers in Annex J.
