Implications for Aid Policy

(Much of what is said below is a coriticism of the FAR itself)

Para 13, lines 10-14: This begs the question of whether such a policy could not prolong economic, and therefore probably political, dependence. In any case I would favour the deletion of the sentence about 'generous' aid policy. The option is not really between more and less 'generous' aid policies but between the sort of uses to which the aid is put.

Paras 16 and 17: I can't help feeling that the illustration of levels and types of service considered appropriate for candidates for independence (para 16) as opposed to other options (in pare 17) is arbitrary and not very instructive. I would favour leaving out all of para 16 and all but the first sentence of para 17. The general nature of the choices is explained in the text, and no one can lay down exact rules about it anyway.
