These recommendations, if approved, would have general implications for
the continuing processes of allocating and administering aid resources (Adams'
recommendation (d)). To give effect to them would require a review of both
departmental and inter-departmental instructions and procedures for dealing with
aid matters, to ensure that political and commercial, as well as developmental,
considerations are taken into account at all significant stages in the
administration of the aid programme. The departments concerned should appoint a
Working Party to carry out this review (paragraph 14).
