I knew Mr Manby slightly when I was Permanent Secretary for Internal Affairs in Uganda (1960 - 63), when he was the rather formidable Head of Special Branch in Kenya and I had professional dealings with him from time to time.

When I met him later in Teheran (1968 70) I thought that he had slowed down a good deal, but I think this was mainly due to the fact that despite a rather high sounding title as Narcotics Adviser to the Iranian Government under the UN programme, he was quite unable to get the Iranian authorities either to take advice or to take really effective action in order to control the highly lucrative narcotics production and transit trade there (although the Iranians shot quite a large number of smugglers). He found this very frustrating and dis- couraging. He later told me that he found his subsequent narcotics job in Geneva also rather frustrating for simi-

lar reasons.

3. Therefore, although I doubt if he is quite the man he was, he might well take on a new lease of life in a job in Hong Kong in which his advice was taken and where his efforts really produce results.
