It was recently announced in Hong Kong that the present Director of Social Welfare (Mr K W J Topley) will be appointed Director of Education in August of this year.

On the advice of the Public Services Commission the Governor has recommended that the consequent vacancy of Director of Social Welfare be filled by the promotion of the Deputy Director Mr Thomas LEE Chun-Yon.
3. This proposal is most welcome since Mr Lee is a Chinese and a professional. Mr Prosser, ODM's Social Development Adviser strongly supports the promotion; he has met Mr Lee and is impressed by his qualities. Mr Hall of Gibraltar and General Department sees no objection to this promotion.

We have not yet received an Annual Confidential Report on Mr Lee for 1973-74. However earlier reports are good apart from a minor criticism that "he lacks forcefulness in dealing
Mr Prosser feels sure with people and subordinate officers". that "Mr Lee will grow with the job" and thus overcome this difficulty.
5. In view of Hong Kong's request for a telegraphic reply I recommend that we convey the Secretary of State's approval of the promotion as in the draft telegram attached; at the
