In answer to your telegram no. 5, we do not have any very up-to-date report of Davies's performance. However, I enclose herewith a copy of his last report in Uganda before independence. This was written by John Champion and, as you will see, is very favourable. I also enclose a copy of a note by Charles Cooper of the United Nations Personnel Services on an interview he had with Davies in December 1973 about the possibility of establishment in the UN service. ·

In the absence of any independent assessment I have written to Davies personally to ask him if he would send me an up-to-date curriculum vitae, and also to ask him whether he is willing to make his interest in your job known to his present employers and to ask them for a reference. I will let you know when he replies.

I am of course very willing to continue to help as far as I can.
But on the few occasions in which I have meddled in staff recruitment for Hong Kong outside the usual channels, we do seem to have got into rather a tangle. You may therefore think that when I have supplied you with whatever Davies can now provide, I should step back and let Teddy Kidd take over? For this reason I am copying my letter to Teddy on a personal basis.
