1. At the office meeting last week Mr Larmour mentioned Mr David Ennals' proposal for the establishment of a Select Committee on the Dependent Territories, to which officials both here and in the ODA see a good many objections. This is to be discussed at a meeting of Fir Ennals, Miss Lestor and officials on 13 June on the basis of a submission on the subject by Mr Scott, copy attached.
2. Mr Larmour has asked me to draft a note to supplement Mr Scott's submission, specifically directed to the constitutional relationship between the governments of Dependent Territories (not least Hong Kong) and the Secretary of State and Parliament, which may itself be relevant to Mir Ennals' proposal. I attach a copy of a first draft for this purpose. Have you any comments
on it?
