Thank you for your letter of

31st May. I realise I had promised to write, but on second thoughts had preferred to raise this verbally.

2.

As you will have seen from my despatch I remain concerned about the situation produced by the constitutional responsibility of the Houses of Parliament for the administration of Hong Kong while being so remote from it both in terms of space and political environment. Generally speaking the difficulty tends to be theoretical rather than practical, but it carries the seeds of trouble.

3.

For my part I think that a Life Peer from Hong Kong, if he were the right man, might have an important liaison role to fill both in advising Members of Parliament on matters of fact and in giving the population here an assurance that their views did not go unheard in Westminster.

Having said this I realise the difficulties from HMG's point of view, and in particular from the point of view of the precedent for other territories.
