I submit a draft letter replying to the Governor's despatch of 30 May on the apointment of unofficial "Ministers" or "Members" in Hong Kong. This is on the lines agreed between you and the Governor. The next step will be up to Hong Kong. Your letter should have been received before I get to liong kong and we could discuss the next steps during my visit. I remain of the opinion that we should hasten fairly slowly.
