the
I have discussed Hong Kong telegram no. 1353 with the DTI.
The consortium have hoisted in both points A and B in
Governor's telegram. They will be taking with them to Hong
Kong on Wednesday a new draft proposal which they believe will
meet Hong Kong's requirements on all points. It has been agreed
that Mr Kindersley should lead with Mr Piccagli for the Italians
backing him up. Mr Royce will not go. Mr Kindersley has described
the new proposal as a "miraculous conversion".
3.
The present position is therefore relatively hopeful.
