HONG KONG MASS TRANSIT RAILWAY
I enclose as promised the text of a telegram from Philip Haddon- Cave about your discussions in Hong Kong last week. The gist of the message, which he asked us to pass to you, is in paragraphs 3 and 4. I would, as I said, be grateful if this telegram could go no further.
We discussed briefly the way ahead and your plans for putting your idea to the consortium and the Treasury. The FCO interest, as you know, is in the political aspects of the bid.
But if you have any points you would like to take up with us doubtless you will let me know?
