1. I attach an extract from my notes on the OPG Advisory Panel meeting on 6 November. I told Mr Cotterill that we were planning to put our reservations about the acceptability of the latest British bid to Sir Geoffrey Howe. He thought that the gap between the bid and the Hong Kong Government's criteria was possibly not quite so great as we thought, but he agreed that the escalation clauses might be difficult.

Mr Hochfelder said he did not think the British Group would be prepared to improve their bid. We agreed that there was no further action which the Panel should appropriately take in this matter and that it should be pursued directly by the parties con- cerned.
